United States House Resolution #3: Universal Education

WHY IT IS NEEDED: The highest aim of any society should be the education of its citizens.  In the United States we have universal education from kindergarten through twelfth grade.  However, a poor country such as Cuba not only has universal education from kindergarten through graduate school for its citizens but also offers a free medical education for citizens of the United States who cannot afford to attend medical school in the US.  If Cuba can provide universal education, we can too. 

 

HOW IT WILL BE DONE: We propose providing a universal education kindergarten through graduate school for all US citizens which will be paid for through a reduction in military spending and an increase in spending on education.  Today, we spend roughly $10,000 dollars per child at the primary and secondary levels.  The majority of money spent on education comes from the state and local government; approximately 48% from state government and 42% from local government with the rest supplied by the federal government. This will not change.  What will change is the amount of federal money spent on education at the college and graduate level as compared to the amount spent on the military.  Currently, some $690 billion dollars are allocated to our military budget while no federal dollars what so ever are officially designated for higher education.  This year, some 18 million US citizens will attend two and four year colleges while roughly one million will attend graduate school.  Our bill will draw $190 billion dollars from our $690 billion dollar military budget to provide a college and graduate education to every US citizen – more than $10,000 dollars per pupil per year.  This $10,000 dollars per year is enough to pay for each student’s tuition, book fees, and a portion of their room and board.
